Launched in 1993, .si is the country code top level domain for Slovenia, a country located in Central Europe. The .si domain is administered by the Academic and Research Network of Slovenia (ARNES) and The Republic of Slovenia is the sponsoring organization. This domain is restricted to Slovenian companies or organizations.

No restrictions are specified with regard to domain names. It is, however, compulsory to follow the syntax rules. Domain names can include characters between 3 and 63 which can be alphabets, digits or hyphens provided that the hyphens are not used at the beginning or the end of the name. A hyphen also cannot be used in the 3rd and the 4th position. The domain name should have at least one character from A to Z and the name should not be identical to previously registered domain names.

Each applicant is only allowed to register a maximum of 20 domain names. ARNES does not check for the legitimacy of the applicants applying for a domain name. All communications between the ARNES and the registrants are dealt by the registrars. The .si domain registration is meant for a period of one year and the service prices are set according to the market rates.

The registrar has exclusive right over certain domain names such as internic.si, domain.si, dns.si, whois.si, nic.si, registry.si, das.si, enum.si, ards.si.

ARNES developed an alternate domain dispute resolution system called ARDS. The application procedure may start when the following three conditions are fulfilled: the domain is similar to an existing trademark; the domain holder does not have any rights over a certain domain; or the domain name was created in bad faith. ARNES is not responsible for the potential disputes between the applicants. ARNES is now changing the registration rules in order to include the registrations of the individual Slovenian citizens.

The country code top-level Internet domain for Slovenia is .si. The Academic and Research Network of Slovenia - ARNES - has since 1992 been the authorised registry with which eligible organisations can register domain names of the form domain.si. The domain is the name of your organisation on the Internet, either for your homepage (www.domain.si) or in an email address of the form name.surname@domain.si. Below we provide instructions on how to obtain and activate a domain name of the form domain.si.

ARNES does not register domains under other top-level domains, such as domain.com, domain.org, domain.info, domain.at, ... More information on registration under so-called generic top-level domains as well as other national domains can be found at ICANN authorised registrars.

Educational institutions register domains under generic domain edus.si. The rules for registration of domains for educational institutions are set by the Ministry of Education, Science and Sport, and applicants must complete a special form for registration of subdomains of the form subdomain.edus.si.

The Registration of .si domains has two steps. The first step is an administrative procedure, in which the applicant obtains a fixed name of the form domain.si. In order to use the domain on the Internet, authoritative DNS servers must be set up. This is the second step, which we call domain activations.

Who can register a .si domain?

1. Who is entitled to a .si domain name?

A .si TLD domain name can be registered by Slovene business entities, diplomatic and consular missions of foreign countries in Slovenia and international organisation of which the Republic of Slovenia is a member.

2. What are business entities? How do we know our organisation is a business entity?

A business entity is any entity registered in the Business Register of the Agency of the Republic of Slovenia for Public Law Records and Services - AJPES. That includes all enterprises, institutions, associations and other organisations including independent cultural workers, researchers and sole traders,... in short every organisation that is in some way registered at AJPES and has its own registration number.

3. Why can't an individual register a .si domain name?

At Arnes we are currently getting ready to pass further changes in .si domain name registration rules. One of them is the expansion of the entity entitled to register .si domain names onto Slovene individuals. We are also removing the restriction of maximum 20 domain names per entity.

What kind of domain name can be registered under .si TLD?

4. What are the technical requirements for .si domain name registration?

Rightful claimants can register any domain name that fulfils the following requirements:

  • minimum of 3 characters among the letters "A-Z" with no difference between capital and lower case letters, numbers from "0-9" and the hyphen "-"
  • first an last character can not be a hyphen and the domain name must include at least one letter from "A-Z"
  • hyphen can not be positioned on the 3rd and 4th position simultaneously
  • domain name can include from a minimum of 3 to a maximum of 63 characters
  • domain name must not be identical to a previously registered .si domain name (that is still in domain name database)
  • domain name must not be identical to any of the existing top level domains (com, int, org, net, edu, museum, info, biz, name, coop, mil,.)
  • certain domain names are reserved for the requirements of the register: dns.si, nic.si, internic.si, whois.si, register.si, registry.si, domain.si, das.si, ards.si
  • registry for ENUM has reserved enum.si

5. How can we make sure a domain we want to register isn't already taken?

Anyone can check if the desired domain name is still available at the whois interface.

6. We already have a .com domain name (or other top level domain) registered. Is it possible to register an identical .si domain name?

You can register any domain name that meets the requirements of The General Domain Name Registration Terms for .si TLD regardless of what you have registered under other top level domain names. If, for example, you have registered a domain name xyz.com, you can easily register xyz.si domain name as long as it is not yet taken.

7. How many domain names can we register per business entity?

Every rightful claimant can register up to 20 domain names under .si TLD.

8. Can we register any other then .si top level domain names at Arnes?

Arnes is a registry solely for .si top level domain names. To register any other top level domain names, you need to contact an appropriate accredited registrar or registry. Information on generic top level domain names can be found at http://www.icann.org/registrars/accredited-list.html and information on registries that handle country code top level domain names at http://www.iana.org/cctld/cctld-whois.htm .

10. Can we register a domain name directly at Arnes and not through a registrar?

Since April 4th 2005 a direct registration at Arnes is no longer possible. Arnes acts as a registrar solely to organisations that are authorised as Arnes network users. Information regarding domain name registration for authorised users can be found at the Arnes web site.

11. What are the costs of domain name registration and renewal?

The payments are handled through registrars: Arnes charges them a unified tariff for the transactions they perform on behalf of their clients and the clients/domain holders make a payment to the registrar they have chosen. The registrars set the service tariffs freely on their own. Arnes does not interfere with that and probably a reliable registrar with reasonable prices will get the most clients.

At least once a year Arnes will check the registration income/outcome balance and adjust the tariffs (most likely lower the prices) for the registrars.

Therefore the answer to the question above can not be answered by Arnes. You need to discuss the prices with the chosen registrar.

12. What data must the applicant (future domain name holder) provide for the registrar?

The obligatory domain holder data that the registrars have to enter into the system during domain name registration are:

  • information on the domain holder: entity's registration number, its name and address, official communication email of the domain holder, telephone and fax number
  • administrative contact: a person responsible at the domain holder
  • technical contact: can also be an outside transactor, possibly the registrar

 

Attention! The domain holder is responsible for the authenticity and accuracy of the data provided to the registrar and is also required to report any changes (address, contacts, telephone, email) and make sure the registrar updates them in the system.

13. What is the official email address of the domain holder meant for?

All transactions regarding registered domain names are handled by registrars on behalf of domain holders' authorisation. Certain transactions (domain deletion, domain transfer to a new registrar, domain transfer to a new domain holder) are carried out only when domain holder's confirmation is received. Official email is needed for all official communication between Arnes and domain holders and also for all transaction confirmations. It is extremely important that the email address entered in the registration system process is one of the domain holder and not the registrar! Please, make sure it is an active/working email address.

About registrars

14. Who are the registrars?

A complete list of registrars can be found on Arnes web site and it is regularly updated.

15. What is the role of the registrars?

Registrars are the intercessors between Arnes and domain holders (registrants). They function as advisers in the registration procedure and make sure the applicants are familiar with The General Terms of Domain Name Registration. Their main service is to register and renew domain names. All communication between Arnes and domain holders, except in certain circumstances, is carried out through the registrars.

16. Which registrar should we choose?

A complete list of registrars that is regularly updated can be found on Arnes web site. Choose a registrar whose services best meet your demands.

17. How do we change our registrar if we are not pleased with its services?

Each domain holder can freely choose a registrar and replace it with another any time. The domain transfer to a new registrar is started by the new or future registrar and is described in detail in The General Terms .

Registrar transfer procedure:

  • domain holder contacts the future registrar
  • future registrar initiates the required transaction through the domain name registration system
  • an automatic email with a hyperlink to a specific web page is sent to the official domain holder's email address who then confirms or rejects the transaction
  • if the transaction is confirmed within 16 days from the time the automatic email was sent, the domain name is transfer to the new registrar. If the transaction is not confirmed within the time limit (16 days) or is rejected, the transaction is cancelled

On the day transfer is complete domain name is registered for a period of one year. Arnes charges the new registrar a fee of one year's domain name maintenance service. Attention! With the domain name transfer the domain name registration date is changed. The domain holder or the previous registrar have no right claiming back a partial retribution of the tariff if the domain name has been transferred before it expired.

Domain name renewal and other transactions:

18. How do we renew our .si domain name?

A domain name is registered for a period of one year since the date of the registration and can be renewed annually. As with all transactions, renewal can also be done only by a registrar. Your chosen registrar has to renew the domain name before it expires through the domain name registration system after which he is charged the assigned tariff by Arnes. The domain name is thus renewed. If the server at Arnes does not receive the renewal request and the registrar doesn't pay the renewal fee, the domain name goes into "pending quarantine" status and is deleted from the domain name database after 30 days.

19. What does it mean if a domain name is "pending quarantine"?

A registered domain name receives "pending quarantine" status when Arnes has, accordingly to The General Terms, removed its DNS pointer from the top level .si server (the home page and email address under that domain name will not work). The domain name is not yet available for registration by any other applicant. However some transactions are allowed during the 30 days period of "pending quarantine" status:

  • domain name renewal
  • domain name transfer to a new domain holder
  • domain name transfer to a new registrar

Each of these transactions terminates the "pending quarantine" status and returns it to status "registered". However when a domain name stays in "pending quarantine" status for 30 days, Arnes in the end deletes it from the .si domain name database and it is free to be registered by any entitled entity.

20. How do we know the domain name is "pending quarantine"?

If your home page and email address under your .si domain name are not working, it might be because your domain name has been put into "pending quarantine" status (but there could be other reasons as well). You can check your domain name status through the WHOIS interface. If it turns out the domain name has a "pending quarantine" status, it might be because it hasn't been renewed in time or you have confirmed a deletion transaction initiated by your registrar. To restore the domain to its previous status, please contact your chosen registrar.

21. What is the purpose of the status "pending quarantine"?

The purpose of "pending quarantine" status is in preventing the domain holders from unintentionally losing their domain names. If a domain name hasn't been renewed in time or a deletion has been accidentally confirmed, the domain name stops working properly but it is still registered on the current domain holder's name and nobody else can register it for the duration of 30 days.

22. The registrar hasn't renewed our domain name and it now has a "pending quarantine" status. How can we return it to its prior state?

Contact the registrar and arrange for an immediate start of the renewal procedure for your .si domain name. When the domain name is renewed, it is registered for another year from its expiration date (and not from the day of the domain name renewal). If you can not come to an agreement with your registrar, you can freely choose another that will renew the domain name on your behalf. In this case the domain name will be renewed only after you confirm the automatic email sent to your official email address. Attention! The registrar's transfer request and your approval have to be received by our server before the 30 days "pending quarantine" period runs out or the domain name will be deleted. Please take into consideration that the new registrar might want the service paid in advance.

23. We have agreed with the current domain holder to transfer the domain name to us. What is the procedure of the domain name transfer to a new domain holder?

The domain transfer procedure is described in article 7.8 of the General Domain Name Registration Terms:

  • current and future domain holder make an agreement to transfer the domain name
  • future domain holder's registrar initiates the domain name transfer through the registration system
  • current and future domain holders receive an automatic email with a hyperlink so they can confirm (or reject) the transaction
  • if current and future domain holders both confirm the transaction within 16 days from the time they received emails, the domain name is transferred to the new domain holder otherwise the procedure is terminated.

On the day the transfer is complete, Arnes charges the registrar the domain registration fee. The domain name is registered for a period of one year since the domain has been transferred. Attention! When a domain name is transferred, the expiration date changes. The domain holder or the previous registrar have no right claiming back a partial retribution of the paid tariff if the domain name has been transferred before it expired.

24. We do not wish to use our domain name any more. How do we delete it?

Like all other transactions, domain deletion is also handled by the registrars. As the domain holder you need to contact your registrar and ask for the domain name to be deleted. The registrar starts the deletion process and the domain holder receives an automatic email to his official email address to either confirm or reject the deletion. If the deletion is confirmed within 16 days from the time the transaction was started, the domain name receives "pending quarantine" status and will be deleted from the .si domain name database after 30 days.

The other possibility is that the domain holder informs his registrar he doesn't want to renew the domain name after its one year registration period. If the server at Arnes doesn't receive the renewal request and the registrar doesn't pay the renewal fee, the domain name goes into "pending quarantine" status and is deleted from the domain name database after 30 days.

Attention! The domain holder or the registrar have no right claiming back a partial retribution of the tariff if the domain name has been deleted before it expired.

25. Which transactions require a payment?

Transactions that, according to the General .si Domain Name Registration Terms, require payment are:

  • domain name registration
  • domain name renewal
  • transfer to a new registrar (equivalent to domain name renewal)
  • transfer to a new domain holder (equivalent to new domain name registration)

26. We would like to change our domain name. How do we do that?

It is not possible to change the domain name, not even if the registrar has made a typing error. All you can do is register a new domain name and have the old one deleted or simply let it expire.

27. What can we do if someone else has registered a domain name we feel that we are entitled to?

Arnes has, in cooperation with legal experts, prepared a Procedure for Alternative (Domain Name) Dispute Resolution (ADR) . All domain holders, registrars and Arnes as registry are bound to it. This procedure is also quick and inexpensive way of solving domain name disputes but it does not exclude the possibility of using other legal procedures.

Three conditions must be fulfilled to commence the ADR procedure,:

  • the domain name has to be the same or closely similar to a registered trademark
  • domain holder does not have the right to his registered domain name
  • the domain name is registered or used in ill faith

In case of a dispute independent arbiters are appointed to deliver a verdict with which Arnes must comply with.

When the ADR is started both the complainant and domain holder must follow the proper procedure, use proper forms and mind the terms. We have prepared a graphic illustration of the procedure to offer you some help.

28. Who pays the expenses of the alternative domain name dispute resolution and what are the tariffs?

The expenses are always covered by the complainant, which means the party that initiates the procedure. The fees can be found in ADR procedure file.

Information for domain holders, who registered domain names prior to April 4th 2005 (the old registration system):

30. What happened to the domain names that were registered before April 4th 2005?

All domain names registered by the old domain name registration system have expired on June 6th 2005. Their domain holders have all been formally notified by registered mail. Domain names needed to be renewed by choosing a registrar and sending a renewal application to Arnes for which the last term was September 12th 2005.

  • These domain names have all been renewed until June 6th 2006 regardless of what date they have actually been renewed on.
  • Domain names that have not been successfully renewed until September 12th 2005 have all been deleted from the .si domain name database on October 13th.

31. Who can become a registrar and what are the terms?

Any Slovene business entity that is a .si domain holder and has the necessary technical knowledge and communication means (internet access) can become a registrar. The registrar signs a contract for a period of one year which can be extended if the registrar registers or renews 100 domain names. Transaction fees are charged directly to the registrars and are arranged as prepayments, because in case of irregular payments Arnes would have to curtail the domain holders. Registrars have to transfer an advance of 1.043,23 EUR to Arnes' account.

32. How are the transaction payments handled?

Arnes charges the registrars directly for all payable transactions (domain name registration, domain name renewal, transfer to a new registrar, transfer to a new domain holder) and they (the registrars) charge their clients/domain holders. The system is based on prepayments. Registrars have to transfer an advance of 1.043,23 EUR to Arnes' account. The money is automatically withdrawn from a registrar's account as soon as a certain payable transaction is successfully completed. The registrars can monitor their account balance and when needed, fill it up. A payable transaction will not be completed if the account balance is too low.

33. How can we become a registrar?

34. What happens if a registrar doesn't reach the quota of 100 registered domain names in the first year?

In this case the contract between a registrar and Arnes is not renewed. The registrar is given a chance to turn over all his clients to a certain other registrar. Transfer costs depend on the number of clients that are transferred however the domain holders will not suffer any consequences of this transaction. If the registrar does not take care of its clients, Arnes notifies them after 30 days that they need to choose a new registrar. In a word, domain holders need to choose their registrars carefully.

35. When did the new domain name registration system come into force?

The new general terms came into force on April 4th 2005 at 10:00. This means that Arnes' server at that point began to receive domain name registration applications that were initiated by the registrars on behalf of their clients/future domain holders.

36. What were the main changes that the new system brought?

Rightful claimants stayed the same as they were before April 4th 2005.

37. Why has the domain name registration system changed?

The domain name registration terms, that were valid until March 31st 2005, were quite strict. Strict rules however have some advantages: they prevent possible disputes on the right to registered domain names and also disputes connected to trademark names, name space is easily surveyable and a particular domain name "waits" to be registered by an organisation that might discover the advantages of internet sometime in the future. Most European top level country code registries had similar domain name registration policies.

With the expansion of internet the need for greater flexibility in domain name registration is also required. The downside of strict rules is that not everyone can register just any domain name they wish to obtain. This is why already in year 2000 several internet users in Slovenia expressed a wish to have a looser domain name registration system. Arnes arranged an internet forum where suggestions and request from the local internet community were being gathered. At the same time it has consulted many interested parties, expert and laic, lawyers, intellectual property experts, Chamber of Economy, Slovene Internet Service Provider Association (SISPA) and the international association of European national registries - CENTR. On numerous seminars Arnes has introduced several possible domain name registration systems and gathered opinions. The result of consultations was, that a greater part of the concerned party wanted more liberal .si domain name registration rules.

In the end of 2001 the process of gradual liberalization of .si domain name registration terms began. In between Arnes prepared a complete renovation of the domain name registration system. The project was extensive and very demanding from the technical, legal and administrative point of view. The liberalization is a one way process, once a step forward is made, you can hardly ever reinstate previous circumstances.

On December 15th, after extensive preparations, Arnes introduced the new system to those who have until then already been involved in the process of domain name registration and hosting for their clients/domain holders. Later the same month the new system was also introduced to the public.

38. Why has a system of registrars been set up?

There are several reasons for establishing a system of registrars. The international organisation ICANN (Internet Corporation for Assigned Names and Numbers) demanded that all registries of generic domain names (.com, .org,.) establish a system of registrars. They are bound to work by an expense account principle and this way market conditions develop among registrars.

Many national registries followed the example of the generic registries and most European registries already function this way or are in the process of developing such a system.

Experiences that Arnes got as a registry also show that setting up a system of registrars makes sense. It turned out that on many occasions domain holders registered their domain names with help from intermediates, usually their internet service providers. With the introduction of the new system these relations are formalised.

39. Why is a domain name no longer free of charge?

Until March 31st Arnes did not charge for any of the services regarding domain names which is very unusual in Europe . Arnes is a public institution and is mostly financed by state budget. Up to the introduction of the new .si domain name registration system the costs were covered from it, however after the release of the new terms the expenses grew because of the increased number of domain name registration. All through Europe domain holders have to pay for their national domain names (with the exception of Croatia ) and the prices range from a few Euros to a couple of hundred Euros per year.
